Initial release of nvls

We released the initial version of gputop today: https://github.com/nocicadaleftbehind/nvls

This program is meant for GPU servers with multiple devices and multiple users. We wanted an simple way to check who is currently using GPU resources. In contrast to nvidia-smi we can show more information about the processes, provide filtering on users / devices and hopefully soon a prettier output.
